Participatory democracy and Community police: social network as an expression of social capital

The objective of this work is to contribute the debate on participatory democracy and construction public policies. It focuses institution Community Police in municipality Palmas - TO uses theories social capital as a theoretical analytical basis. This qualitative exploratory research that relied documentary bibliographic interviews with institutional stakeholders. In data treatment it was used content analysis supported by MAXQDA Software. results indicate: 1) mismatch between normative legal framework establishes community policing policy corporate ethos guides their actions. 2) importance police officer establishing bridges security citizens local communities highlighted. 3) concluded if there no diffusion embedded broad relations enable formation collaborative networks, tends not be effective.
